Since 1975, Thomasine E. Moore has served Eastern North Carolina with historic resolve, meticulous preparation, and calm authority.



Thomasine E. Moore is the managing partner of Thomasine E. Moore Attorney at Law, P.A. in Jacksonville, North Carolina, providing representation in criminal law, family law, and personal injury matters.
She earned her B.S. in Political Science from North Carolina Central University in 1971 and her Juris Doctor from North Carolina Central University School of Law in 1974. After beginning her legal career at Allstate Insurance Company in Charlotte, she joined the law firm of Reginald L. Frazier in New Bern in 1975, later becoming a partner before opening her own Jacksonville firm in 1981.
As a pioneering Black female attorney and the first female attorney to practice law in New Bern and Jacksonville, she broke barriers and built a reputation for fierce, compassionate representation. She has handled a wide range of cases over nearly five decades and is admitted before the NC Bar, the U.S. Supreme Court, the 4th Circuit Court of Appeals, the Eastern and Middle Districts of NC, and the Court of Military Appeals.
Her leadership extends beyond the courtroom. She was named Lawyer of the Year by the North Carolina Association of Black Lawyers, received the Order of the Long Leaf Pine from Governor Roy Cooper in 2017, and has served as the first female and minority chairperson of the Onslow County Democratic Party, 1st Vice-Chairman of the North Carolina Democratic Party, a member of the Democratic National Committee, and a member of the Jacksonville Planning Board.
Ms. Moore has mentored many students interested in law and remains passionate about helping young people accomplish their goals, especially those who hope to become lawyers. She is a member of Alpha Kappa Alpha Sorority and the NAACP, and currently practices in Onslow, Duplin, Craven, Carteret, and Jones counties.
